SIL Supplementary Module (Module 5A) templates released: 23 new NDIS SIL documents, SIL-06 and Core Library corrections

On 18 September 2026 we released the SIL Supplementary Module Add-On: 23 editable NDIS policy, procedure, form and register templates written against the supported independent living supplementary module (Module 5A) of the NDIS Practice Standards. This post lists what was added, what changed in the Core Library at the same time, and why it matters for SIL providers between now and 1 October 2026.

Why now: mandatory SIL registration and Module 5A

From 1 July 2026, assistance with supported independent living may only be delivered by a registered NDIS provider under the amended NDIS (Provider Registration and Practice Standards) Rules 2018. Providers already delivering SIL before 1 July 2026 must apply for registration by 1 October 2026 or stop delivering SIL. Registered SIL providers are assessed, by certification audit, against the new SIL supplementary module (Schedule 7A of the Rules, with quality indicators at Part 8A of the NDIS (Quality Indicators for NDIS Practice Standards) Guidelines 2018). Module 5A commenced on 1 July 2026 and covers four standards: supported decision-making, safeguarding, practice governance, and agreements about tenancy, housing and support.

Templates are a documented starting point for that work. They need customising to your service and implementing in practice, and no template can guarantee registration or audit outcomes. What they do is give a small SIL provider a consistent, cross-referenced set of documents structured the way the module is structured, so the evidence you generate lines up with what an auditor will look for.

Every document is an editable Word file in the same audit format as the rest of the library, with placeholder fields for your business details, a version control table and an approval block. State-by-state restrictive practice authorisation

SILM-04-01 Tenancy, Housing and Support Arrangements Policy and Procedure includes a table, current as at September 2026, of how a registered NDIS provider obtains authorisation to use a regulated restrictive practice in each state and territory: New South Wales (Restrictive Practices Authorisation Policy and RPA Panel), Victoria (Disability Act 2006, Authorised Program Officers and the Victorian Senior Practitioner), Queensland (Disability Services Act 2006, QCAT and guardians for a restrictive practice matter), South Australia (Disability Inclusion Act 2018 Part 6A, Senior Authorising Officer and level 1 and level 2 practices), Western Australia (Authorisation of Restrictive Practices in Funded Disability Services Policy and Quality Assurance Panels), Tasmania (Disability Rights, Inclusion and Safeguarding Act 2024 and the Senior Practitioner, in force from 1 July 2025), the Australian Capital Territory (Senior Practitioner Act 2018, Positive Behaviour Support Panels and registration) and the Northern Territory (NDIS (Authorisations) Act 2019 and the NT Senior Practitioner). Providers delete the rows that do not apply to them. The same document carries a table of residential tenancy legislation for every jurisdiction.

What changed in the Core Library

• New: SIL-06 SIL Schedule of Supports and Typical Week. The schedule that attaches to the SIL service agreement and records the typical week, support ratios, active overnight and sleepover arrangements, regular and irregular supports, and how supports are claimed under support code 0138 (which replaced 0115 from 1 July 2026). The Core Library is now 230 documents.
• Corrected: SIL-01 Supported Independent Living Policy and Procedure. The roster of care is not submitted to the NDIA and is not a requirement; the registration basis is now stated as the amended Rules with the offence in section 73B of the NDIS Act; SIL and individualised living options are described using the NDIA's own thresholds; management role assumptions were removed for small providers; visitor, complaint and emergency planning provisions were aligned with Module 5A; the legislation table now cites the consolidated NDIS Act and the incident management, complaints, worker screening, restrictive practices and WHS instruments.
• Updated: CORE-12-05 Mealtime Management and Dysphagia Policy and MEAL-02 Mealtime Food Safety Audit Checklist now cover shared kitchens: right texture to the right person, allergen separation in shared storage, and participants who cook independently alongside a housemate with dysphagia.
• Tidied: the four Core Module self-assessment checklists (CORE-01-13, CORE-02-11, CORE-03-11, CORE-06-10) now use a full Partial rating, a neutral reviewer sign-off and the version placeholder.

Packs and pricing

• SIL Supplementary Module Add-On: 23 documents, $149. Every document is also sold individually at $24.99.
• NDIS Provider Core Library: 230 documents, $599.
• Complete NDIS Provider Document Library: now 357 documents including the SIL Supplementary Module, $1,099. All seven packs bought separately total $1,623, so the Complete Library saves $524.

Existing Complete Library customers receive the SIL Supplementary Module as an update to their existing order. Existing Core Library customers receive SIL-06 and the corrected SIL-01.
